Prof. Mori studied for his undergraduate degree at Kyoto University, where he received his master’s degree. After working at the Ministry of Foreign Affairs (MOFA), Prof. Mori gained his PhD in Law at the University of Tokyo in 2007. He became an associate professor at Hosei University in 2008 and a professor there in 2010. In 2022, he became a professor at Keio University. During this time, he served as a visiting researcher at both Princeton and George Washington University, a policy adviser at Japan’s National Security Secretariat, and a member of the Ministry of Defense’s New Defense Policy Roundtable. He also participated in the 2022 hearings on Japan’s three major annual national security documents carried out by the National Security Secretariat.
